But government aid can cut two ways : Embraer has complained bitterly that Canada has violated global trade rules by offering subsidized financing for airliners to buy Bombardier's regional jets, and it won a favorable ruling from a World Trade Organization panel last week in a case involving a big order by Air Wisconsin.
