Unfortunately , our gross ignorance of the genetic basis of human intellect has not prevented the advocacy of certain dysgenic measures designed to eliminate from a population by compulsory sterilisation detrimental genes responsible for serious genetical diseases and defects . फिर भी कुछ लोग ऐसी पैतृव नाशक कार्रवाई किये जाने का समर्थन कर रहे हैं जिसके अंतर्गत गंभीर तथा हानिकारक आनुवंशिक रोगों को उत्पन्न करने वाले जीनों का वहन करने वालों का अनिवार्य रूप से बंध्याकरण्ण करने का सुझाव दिया गया है .

Under this Act , a three-tier system for settling consumer complaints relating to unfair trade practice , restrictive trade practice , purchase of goods which suffer from defects deficiency in respect of services hired including medical services has been provided : इस अधिनियम के अंतर्गत व्यापार में धोखाधड़ी , प्रतिबंधित व्यापार , खराब सामान की बिक्री तथा चिकित्सा एवं अन्य दोषपूर्ण सेवाओं से संबंधित उपभोक़्ताओं की शिकायतों का निपटारा करने के लिए तीन स्तरों की एक प्रणाली स्थापित की गई है :

Sterilisation may seem at first sight a suitable measure . for the elimination of such serious defects as are definitely known to be of gertetic origin , as for example , amauratic idiocy , heamophilia , sickle-cell anaemia , Huntington 's chorea , phenylketorunia , Tay Sach 's disease , etc . काचीय जड़ता , हीमोफिलिया , हंसिया रोग , हटिंगटन का कोरिया , फेनिल किटोन्यूरिया , टे साक का रोग आदि आनुवंशिक दोषों को मिटा देने के लिए ऐसा लग सकता है कि बंध्याकरण ही उचित उपाय है , परंतु इन प्रकरणों में भी बंध्याकरण की उपयोगिता बहुत सीमित है .

The biggest defect of . the 1909 Reforms was the creation of separate or communal system of election providing for representation and reservation of seats in the Councils for special interests like Muslims , chambers of commerce , zamindars , etc . 1909 में जो सुधार हुए उनमें सबसे बड़ी त्रुटि यह थी कि पृथक अथवा सांप्रदायिक आधार पर निर्वाचन की पद्धति लागू की गई जिसके अनुसार मुसलमानों , वाणिज़्य मंडलों , जमींदारों इत्यादि जैसे विशेष हितों के लिए परिषदों में प्रतिनिधित्व एवं स्थानों के आरक्षण की व्यवस्था की गई .

Thus , where it is found that a particular policy is not going in the desired direction and will lead to waste , it is considered the duty of the Estimates Committee to point out the defects and bring to the notice of the Parliament , the need for change in policy . इस प्रकार जहां यह पाया जाए कि किसी विशेष नीति के इच्छित परिणाम नहीं निकल रहे हैं और उसके कारण अपव्यय हो रहा है , वहां प्राक्कलन समिति का यह कर्तव्य बनता है कि वह कमियों को प्रकाश में लाए और यह बात संसद के ध्यान में लाए कि नीति में परिवर्तन करने की आवश्यकता है .
