The Supplementary Demands for Grants are presented to and passed by the House before the end of the financial year , while the demands for excess grants are made after the expenditure has actually been incurred and after the financial year to which it relates/ has expired . अनुपूरक अनुदानों की मांगें वित्तीय वर्ष की समाप्ति से पूर्व सदन में पेश की जाती हैं और पास की जाती हैं जबकि अतिरिक्त अनुदानों की मांगें वास्तव में राशियां खर्च कर चुकने के बाद और उस वित्तीय वर्ष के बीत जाने के बाद पेश की जाती है , जिससे वे संबंधित हों .

If the amount sanctioned for a particular service is found to be insufficient for the purposes of that year or when a need arises during the current financial year for supplementary or additional expenditure upon some ' new service ' not contemplated in the Budget for that year , the President causes to be laid before both the Houses of Parliament another statement Supplementary Demands for Grants showing the estimated amount of that expenditure . यदि किसी विशिष्ट सेवा के लिए मंजूर की गई राशि उस वर्ष के प्रयोजनों के लिए अपर्याप्त पाई जाए या किसी “ नयी सेवा ” पर जिसकी उस वर्ष के बजट में परिकल्पना न की हो , अनुपूरक या अतिरिक्त व्यय की आवश्यकता उत्पन्न हो जाए तो राष्ट्रपति उस व्यय की अनुमानित राशि दर्शाने वाला एक अन्य विवरण , अर्थात् अनुपूरक अनुदानों की मांगें दर्शाने वाला विवरण , संसद के दोनों सदनों के समक्ष रखवाता है .
