It is agreed between the High Contracting Parties that the exemptions, privileges, or concessions which they may obtain from the Government of Paraguay, shall be common to all gratuitously, if they be gratuitous, and with the same compensation if they be conditional.

Should, notwithstanding the provisions of Article 3 above, either of the High Contracting Parties become engaged in war, the other High Contracting Party will, subject always to the provisions of Article 9 below, immediately come to his aid in the capacity of an ally.

ARTICLE 95 : The High Contracting Parties agree to entrust, by application of the provisions of Article 22, the administration of Palestine, within such boundaries as may be determined by the Principal Allied Powers, to a Mandatory to be selected by the said Powers.

I accept the legal conclusion of the Department of Justice and determine that none of the provisions of Geneva apply to our conflict with al-Qaida in Afghanistan or elsewhere throughout the world because, among other reasons, al-Qaida is not a High Contracting Party to Geneva.

In the event of either being subjected to an attack or a threat thereof, the High Contracting Parties shall immediately enter into mutual consultations in order to remove such threat and to take appropriate effective measures to ensure peace and the security of their countries.

Guided by their loyalty to the lofty ideal of equality of all peoples and nations, irrespective of race or creed, the High Contracting Parties condemn colonialism and racialism in all forms and manifestations, and reaffirm their determination to strive for their final and complete elimination.

It included a provision for the High Contracting Parties to " renew their meeting at fixed periods . . . for the purpose of consulting on their common interests " which were the " prosperity of the Nations, and the maintenance of peace in Europe ".

The changes, known as the " Additional Protocols ", grant armed non-state actors prisoner of war status under certain circumstances even if they fail to distinguish themselves from the civilian population to the same extent as members of the armed forces of a high contracting party.

"Although we were clearly in a state of armed conflict, al-Qaida is not a party to Geneva, and Geneva applies only to high contracting parties, and we're clearly in a conflict with them all around the world, not just in Afghanistan, " a senior administration official said.
