The Act 267 allows the Parliament to setup emergeny fund whose authority is overlooked by the president. The provision to disburse the fund solely lies under the descreation of the president. Although, a request can be made in the Parliament for the required funds.The Parliament if authorizes the fund can be withdrawn provided the equivalant amount withdrawn from the emergency fund is compensated by transfer of funds from the collective public fund.
