When day after day , the Houses are adjourned after scenes of pandemonium and without transacting any business , one wonders whether the institutions are not becoming dysfunctional despite their high costs to the public exchequer . जब आये दिन , मछली बाजार के से दृश्यों के बाद तथा बिना कोई कार्य किये सदनों को स्थगित कर दिया जाये तब सोचना पड़ता है कि क्या ये संस्थाएं सरकारी खजाने से उन पर इतना ज्यादा व्यय किये जाने के बावजूद कहीं निस्सार और निरर्थक तो नहीं होती जा रहीं .
