The Secretariats , thus , function as independent entities under the ultimate guidance and control of the Chairman/Speaker , as the case may be . इस प्रकार , ये सचिवालय सभापति या अध्यक्ष के , जैसी भी स्थिति हो , मार्गदर्शन और नियंत्रण में स्वतंत्र सचिवालयों के रूप में कार्य करते हैं .

The officers and staff of the Secretariats have to be on their toes all the time , constantly thinking of improvements in the ways of serving the members and parliamentary institutions . सचिवालयों के अधिकारियों और कर्मचारियों को सदा सतर्क रहना पड़ता है और बराबर सोचते रहना होता है कि सदस्यों तथा संसदीय संस्थाओं की सेवा करने के तरीकों में क्या सुधार लाये जाने चाहिए .

From , the second to the fifth floors , the Secretariats of the Lok Sabha and the Rajya Sabha are located besides the liaison offices of the telephone department , N.D.M.C . and Directorate of Estates for the convenience of the members . दूसरी से पांचवीं मंजिल पर सदस्यों की सुविधा के लिए टेलीफोन , नयी दिल्ली नगरपालिका और संपदा निदेशालय के संपर्क कार्यालयों के अलावा लोक सभा तथा राज्य सभा के सचिवालय अवस्थित हैं .

Constitutional Provisions The underlying object of establishing separate and independent Secretariats for the two Houses has been to ensure an effective and unimpaired exercise of the concepts of executive responsibility and the administrative accountability to the Parliament . संवैधानिक उपबंध दोनों सदनों के लिए पृथक और स्वतंत्र सचिवालय स्थापित करने का मूल उद्देश्य यह सुनिश्चित करना रहा है कि संसद के प्रति कार्यपालिका की जिम्मेदारी और प्रशासन के उत्तरदायित्वों के सिद्धांतों का प्रभावी एवं पूर्ण प्रयोग

According to well-established conventions the orders issued by the Government of India to its ministries and departments in regard to conditions of service of their staff do not , automatically , apply to the officers and staff of the Lok Sabha and Rajya Sabha Secretariats . सुस्थापित प्रथाओं के अनुसार , भारत सरकार द्वारा अपने मंत्रालयों और विभागों के लिए अधिकारियों तथा कर्मचारियों की सेवा-शर्तों से संबंधित आदेश स्वतः ही लोक सभा सचिवालय और राज्य सभा सचिवालय के अधिकारियों एवं कर्मचारियों पर लागू नहीं हो जाते .

Surrounding these three Chambers is a four-storeyed circular structure providing accommodation for ministers , Chairmen of Parliamentary Committees , Party Offices , important offices of the Lok Sabha and Rajya Sabha Secretariats and also the Offices of the Ministry of Parliamentary Affairs . इन तीन चैंबरों के चारों ओर एक चार मंजिला वृत्ताकार इमारत बनी हुई है जिसमें मंत्रियों , संसदीय समितियों के सभापतियों , पार्टी के कार्यालयों , लोक सभा तथा राज्य सभा सचिवालयों के महत्वपूर्ण कार्यालयों और संसदीय कार्य मंत्रालय के कार्यालयों के लिए स्थान की व्यवस्था की गई है .

The Bureau 's activities thus include holding of seminars and orientation programmes for members of Parliament and of State Legislatures , training and refresher courses for officers of the Secretariats of Parliament and of the State Legislatures , appreciation jcourses for senior and middle-level officials of the Government of India and probationers of the IAS , IPS , IPS and several other All-India and Central Services . केंद्र के इऋयाकलाप इस प्रकार हैं ः संसद सदस्यों और राज्य विधानमंडलों के सदस्यों के लिए विचार गोष्ठियां और प्रबोधन कार्यऋम आयोऋत करनाL संसद के सचिवालयों और राज्य विधानमंडलों के अधिकारियों के लिए प्रशिक्षण तथा पुनश्चर्या पाठ्यऋम आयोऋत करनाL भारत सरकार के वरिष्ठ और मध्यम स्तर के अधिकारियों और भारतीय प्रशासनिक सेवा , भारतीय विदेश , भारतीय पुलिस सेवा और अनेक अन्य अखिल भारतीय तथा केंद्रीय सेवाओं के परिवीक्षाधीन अधिकारियों के लिए पुनश्चर्या पाठ्यऋम आयोऋत करते है .
