The UN's Middle East envoy, Terje Roed-Larsen, has offered choice comments on the spreading anarchy, telling the Security Council that “Clashes and showdowns between branches of Palestinian security forces are now common in the Gaza Strip, where Palestinian Authority legal authority is receding fast in the face of the mounting power of arms, money and intimidation.” He also reached the startling conclusion that “Jericho is actually becoming the only Palestinian city with a functioning police.” हद तो तब हो गई जब 16 जुलाई को अल-फतह के आतंकवादियों ने गाजा पुलिस प्रमुख के यहां धावा बोल दिया और घंटों तक उन्हें कैद रखा.इसके बाद हाल में ही बर्खास्त किये गए फिलीस्तीनी पुलिस कर्मी ने गाजा के दक्षिणी इलाके में सैन्य संयोजन के निदेशक का अपहरण कर लिया.
