The fear among the minorities that their statutory rights are not respected , even when unjustified , has to be taken seriously and every possible effort has to be made to dispel it . It would be ungrateful not to acknowledge that after independence , and specially during the last ten years , the Central Government and State Governments have taken a number of steps in this direction .
