The unmetalled roads falling in second- and third-class categories were mostly fair-weather routes without permanent bridges and were unusable for a part of the year . दूसरी ओर तीसरी श्रेणी की कच्ची सड़कें अधिकांशत : अच्छे मौसम की सड़कें थीं जिन पर स्थापित तौर पर पुल नहीं थे और वर्ष के कुछ समय में उनका प्रयोग नहीं हो सकता था .
