In 1986 Riggs Broadcasting sold WCIT-AM / WLSR-FM to Allen Broadcasting.

WCIT became the market leader within a few years being the most recognized name in the market for news and music.

The Constitution and Convention of ITU provides for the amendment of ITRs through a World Conference on International Telecommunications ( WCIT ).

Upon taking over the radio station they flipped WCIT-AM to all talk with music during the morning drive from the 1960s and 1970s.

Accordingly, in 1998 there began a process of review of the ITRs; and in 2009 extensive preparations began for such a conference, WCIT-12.
