Congress organisations were declared unlawful and ruthless measures of repression undertaken , viz . , lathi charges , indiscriminate firing , imposition of collective fines , confiscation of property , gagging the nationalist press , widespread searches and harassment , etc . , Even inside jails , political prisoners were subjected to cruel punishment like bar-fetters , night hand-cuffing , gunny clothing etc . कांग्रेस के विभिनऋ-ऊण्श्छ्ष्-न संगठन गैरकानूनी घोषित कर दिये गये तथा लाठीचार्ज , अंधाधुंध फायरिंग , सामूहिक जुर्माने , जमीर्नजायदाद की जबऋ-ऊण्श्छ्ष्-ती , राषऋ-ऊण्श्छ्ष्-ट्रवादी अखबारों की जबान बंद करने , बडऋए पैमाने पर तलाशियां लेने और डरार्नेधमकाने जैसे नृशंसता भरे दमनकारी उपाय आजमाये जाने लगे.जेलों में भी राजनीतिक बंदियों को बेडऋयिआं पहनाने , रात को भी हथकडऋयिआं लगाने और बारदाने के वसऋ-ऊण्श्छ्ष्-त्र पहनाने जैसे बर्बर दंड दिये गये .
