The maximum number of additional members of the Indian Legislative Council -LRB- Governor-General 's Council -RRB- was raised from 16 -LRB- under the Act of 1892 -RRB- to 60 -LRB- excluding the Executive Councillors who were ex-officio members -RRB- . भारतीय विधान पिरषद ( गवर्नर जनरल की परिषद ) के अतिरिक्त सदस्यों की अधिकतम संख्या 16 ( 1892 के एक्ट के अधीन ) से बढ़ाकर 60 कर दी गई ( इनमें प्रशासी पार्षद सम्मिलत नहीं थे , वे पदेन सदस्य थे ) .

These aimed at the expansion of the Legislative Councils and the enlargement of their powers and functions , the appointment of Indian members on the Executive Councils , the creation of such Councils where they did not exist , and the further development of local self-government . इनका मंतव्य था कि विधान परिषदों का विस्तार किया जाए तथा उनकी शक्तियों और कार्यक्षेत्र को बढ़ाया जाए , प्रशासी परिषदों में भारतीय सदस्य नियुक्त किए जाएं , जहां पर ऐसी परिषदें नहीं हैं , वहं पर ऐसी परिषदें स्थापित की जाएं , और स्थानीय स्वशासन प्रणाली का और विकास किया जाए .
