The States vary enormously in size , importance and resources , the great majority of them not being States at all but estates with some special privileges attached to their rulers . इनमें से बहुत-सी रियासतें राज़्य नहीं हैं , बल्कि उन्हें सनद मिली हुई है , जो वहां पर उस वक़्त के शासक को दी गयी होती है .

The President may also seek the opinion of the Supreme Court , through a similar reference on any treaty , agreement , covenant , engagement , sanad or other similar instrument which had been entered into or executed before the commencement of this Constitution , and has continued in operation thereafter . राष्ट्रपति ऐसे ही निर्देश द्वारा किसी ऐसी संधि , करार , प्रसंविदा , वचनबंध , सनद या वैसी ही अन्य लिखत के बारे में जो इस संविधान के प्रारंभ से पहले की गई थी या निष्पादित की गई थी और उसके पश्चात भी लागू है , उच्चतम न्यायालय की राय मांग सकता है .
