Earlier three academies were set up , one for the promotion of the representational arts , another for music , dance and drama and a third for literature . Without weakening the parliamentary system , the concept of ministerial responsibility or the position of the Parliament and its existing Committees , an integrated system of Departmental Committees could strengthen even the government by providing valuable insights into its own working , provide to the Parliament sharper and more effective surveillance tools , restore the balance between the Parliament 's legislative and deliberative functions and its role as a representational body , and above all save valuable parliamentary time to the mutual advantage of both the Parliament and the government . मंत्रिमंडलीय उत्तरदायित्व की संकल्पना अथवा संसद की स्थिति को किसी प्रकार भी कमजोर किये बिना सभी विषयों-मंत्रालयों और विभागों के लिए संसदीय समितियों की संपूर्ण एकीकृत व्यवस्था स्वयं सरकार को अधिक प्रभावी बना सकती है क्योंकि नीतियों के वास्तविक कार्यकरण में आने वाली कठिनाइयों को उजागर कर , ये समितियां सरकार को एक नयी अंतर्दृष्टि दे सकती है , संसद को प्रशासनिक कार्यकलापों की जांच पड़ताल के लिए अधिक सक्षम और पैने उपकरण उपलब्ध करा सकती है तथा संसद की विधायी एवं पर्यालोचन भूमिका तथा प्रतिनिधिक भूमिका के बीच आवश्यक तालमेल बैठा सकती हैं.साथ ही संसद और सरकार दोनों के लिए लाभकारी बहुमूल्य समय की बचत करा सकती हैं.सदन के वाद विवाद में प्रचार माध्यमों का विशेष महत्व रहता है किंतु समितियां अधिक शांतिपूर्ण , गंभीर और चकाचौंध से मुक्त वातावरण में , दलगत राजनीति से ऊपर उठकर , कुछ ठोस विचार करने और सार्थक सुझाव पेश करने में सफल हो सकती
