The fear among the minorities that their statutory rights are not respected , even when unjustified , has to be taken seriously and every possible effort has to be made to dispel it . It would be ungrateful not to acknowledge that after independence , and specially during the last ten years , the Central Government and State Governments have taken a number of steps in this direction . But it is one of the matters in which govern- ments cannot do much without the active cooperation of the people . अल्पसंख़्यकों के इस भय की ओर कि उनके वैधानिक अधिकारों को सम्मान नहीं किया जा रहा है , चाहे वे न्यायसंगत हो या नहीं गंभीरता से ध्यान देना अकृतज्ञता होगी कि स्वतंत्रता के बाद , विशेषकर , पिछले दस वर्षो में केंद्रीय और राज़्य सरकारों ने इस दिशा में अनेंक कदम उठाएं है , किंतु यह एक ऐसा क्षेत्र है , जिसमें बिना लोगों के सक्रिय सहयोग के सरकारों द्वारा अधिक कुछ नहीं किया जा सकता .
